Hi! I see strong similarities to the «Drops» design / pattern you used. The first photo made me think I was looking at the Same item as before. Then I noticed the little «Fan-Tail» they inserted to cover one's «bottom».
The one photo has short «Rolled Edge» sleeves. As you know, Knitting has a natural «roll» on one edge. Use this knowledge to determine direction of work.
I think if you study the «Drops» pattern you will discover that you have already made this Coat/Cape several times.

It would take me years. A very long time ago I Crocheted a lace tablecloth on commission. Had 2 little children in dipper's. Took me 3 years. Hook size: 8 steel, cotton thread. I did sell it to the lady, but wish I had kept it. Too long to make.
